Scope and Contents From the File: On June 29, 1910 Governor William J. Mills issued a proclamation calling for an election to be held on September 6 for delegates to the Constitutional Convention. A constitution was adopted, November 21, by the delegates. Governor Mills issued another proclamation designating January 21, 1911 as the day for ratification or rejection by the people.
