No letters received prior to December 19, 1865 are extant. Letters received by the Secretary of the Territory in his official capacity of Acting Governor during an absence of the Governor are microfilmed in the Governor's Papers. In cases where the Secretary filed a copy of his response with a communication received, both communication received and answer are microfilmed as a unit.
