Scope and Contents This compilation, prepared by W. G. Ritch, is the first manual of the Territorial government of New Mexico. The publication and its successors have commonly been known as Blue Books because of their color. A facsimile reprint of the first Blue Book was published by the University of New Mexico in 1968.
