Campaign Against Outlaws in Rio Arriba County, Because of the widespread lawlessness occurring in northwestern Rio Arriba County caused by the activities of rustlers, fugitives from justice and other outlaws, Governor Lew. Wallace authorized the organization of a militia unit known as the San Juan Guards under the command of William B. Haines to cooperate with the Sheriff's Office in arrests and other actions necessary to preserve the peace., 1881.
