On June 29, 1910 Governor William J. Mills issued a proclamation calling for an election to be held on September 6 for delegates to the Constitutional Convention. A constitution was adopted, November 21, by the delegates. Governor Mills issued another proclamation designating January 21, 1911 as the day for ratification or rejection by the people. The constitution was easily adopted by the people of the Territory and approved by Congress. President William H. Taft affixed his signature to the proclamation admitting New Mexico to the Union as the 47th state on January 6, 1912.
