Scope and Content

The collection contains one folder of correspondence related to brother, Joseph Montoya’s New Mexico campaign for the United States Senate (1964) as well as constituent issues/requests. The bulk of the collection documents Theodore Montoya’s tenure with the National Conference of State Legislatures (NCSL) and its Task Force on Indian Affairs. The Task Force on Indian Affairs grappled with issues including jurisdiction, water rights, Indian education. An oversized folder contains ephemera related to Montoya’s professional career.

Biography / History

Theodore Montoya, born in 1935. was admitted to the New Mexico Bar on March 2, 1961. He was involved with his brother, Joseph Montoya’s New Mexico campaign for election to the United States Senate. In 1973, he was named to fill his deceased brother, A. T. Montoya’s State Senate seat (D-Sandoval, Bernalillo, Rio Arriba). He was subsequently elected to two 4-year terms, serving until his sudden death on December 2, 1979. His tenure included chairing the Senate Judiciary Committee. Theodore Montoya was respected by his colleagues for his ability to “arrive at compromises to push through difficult and controversial legislation." He was 44 years old when he died.
