Scope and Content

From the Collection: The Emlen Hall collection consists of audio interviews conducted with a variety of individuals, government officials, and attorneys in New Mexico and Texas involved with water issues and litigation, particularly relating to the Pecos River. These interviews were used prominently in Hall’s publication, High and Dry: The Texas-New Mexico Struggle for the Pecos River. Other interviews relate to a New Mexico lawyers oral history project and the rest relate to research and publications projects (United States Forest Service water adjudication case, "Annals of Litigation" project). A few of the interviews have been transcribed. Interviewees include Edwin Mechem (Judge of US District Court in Albuquerque, former New Mexico Governor and U.S. Senator); Paul Bloom (chief attorney, New Mexico State Engineer’s Office); Carl Slingerland (engineer in charge of the Pecos River Basin for the Interstate Stream Commission); Nelson Morgan (Roswell farmer and member of the early Pecos Valley Artesian Conservancy District); Eliud Martinez (20 year veteran of the NM State Engineer’s office and Santa Fe County politician); Jay Forbes (longtime lawyer for the Carlsbad Irrigation District); Doug Caroom (assistant Attorney General in charge of Texas’ part in Texas v. New Mexico); Texas lawyers Renea Hicks and Paul Eliot; Sherman “Pinky" Galloway (consulting geologist and ex-NM State Engineer); Robert Nordhaus (NM attorney/advocate of Indian law); Richard Simms (chief lawyer for NM), and others.
