Scope and Contents
Summary: Letter from the cabildo of Mexico City informing the Spanish emperor of the need for expansion of the encomienda system in the region. Comments on the hardship caused to the original conquistadores, decline in grazing, lack of a economic market to sell their products and suffering and hunger. Notes that after the suspencion of the encomiendas, some indios have been transferred from encomiendas to corregimientos for better administration. Comments relating to the collection of large tithe by local caciques serve to prove that the local indigenous population has the means to pay tithes. Criticism of the missionaries, their large holdings and mistreatment of the indios. Notes the foundation of the new town of Puebla by those losing their encomiendas and the need for a new town in Michoacán. Document also asks of the monarch an expansion of persons from Spain to colonize the region. English abstract included in the folder.

Sumario: Carta del cabildo de la Ciudad México informando al emperador de la necesidad de la expansión del sistema de encomienda. Comentario sobre las dificultades de los conquistadares originales, la falta de pastura para el ganado y una economia o mercado de vender sus productos, que ha causado sufrimiento y hambre. Unas notas que la colleción de diezmos era complicada por los caciques locales de la ciudad. Nota sobre el establecimiento de la comunidad de Puebla por la gente sin encomiendas y la necesidad de otra ciudad en Michoacán. Incluye criticismo de los misioneros, sus tierras extensivas, y su maltratamiento de los indios. También el documento le pregunta al emperador para la expansión de personas emigradas a México para colonizar la región y mejorar la situación. Traslación al inglés incluida en el plegador.
