Content Description

The collection consists of eight boxes of materials and one box of oversize materials, mostly large publications and ceremonial certificates. Organization is on a series, sub series and subject basis. Limited amounts of materials in the series adiminstrative, clippings and correspondence make up the first materials in the collections. Legislative materials make up the bulk of the collection with a particular focus on mental health care reforms in New Mexico, education and the state budget. Of particular note are extensive files related to the shakeup of mental health providers in Southern New Mexico in 2013 and the subsequent investigations. One box of materials related to this issue are restricted due to nonpublic personal and financial information of individuals. Additional subjects of particular interest are water law in New Mexico.

The collections also containts one box of materials from her late father, former State Senator Frank O. Papen. These materials are organized as separate series in the collection and mostly pertain to the 1969 Consititutional Convention in New Mexico. Frank O. Papen was an appointed delegate to the convention.

Abstract

This collection consists of the political papers of Mark K. Papen, a Democratic member of the New Mexico State Senate from Las Cruces representing senate district 38 since 2001. As of 2017, she is the President Por Tempore of the New Mexico State Senate. The collection includes primarily legislative files with a limited amount of press files, correspondence and political files. Also included are papers from her father, former State Senator Frank O. Papen.
