Contains a warrant signed by New Mexico Territorial Governor Miguel A. Otero in February 1903. This retroactively names Jose R. Lucero to the Board of Regents of the New Mexico College of Agriculture and Mechanic Arts, effective 1902.

Biographical Sketch
Jose R. Lucero was elected clerk of Do?a Ana County in 1896, succeeding Pat Garrett as sheriff through election in 1900. He served five nonconsecutive terms as sheriff serving from 1901-1904, 1909-1912, 1917-1920, 1925-1928, and 1935-1936. Jose and his brother Felipe Lucero were County sheriffs for all but two terms until 1936.
Lucero also served on several civic and educational boards, including the Las Cruces Board of Education, the Do?a Ana Bend Colony Grant; Elephant Butte Irrigation Project, and on the Board of Regents of the New Mexico College of Agriculture and Mechanic Arts (NMCA&MA).
Lake Lucero in the Tularosa Basin is named after the Lucero brothers and their father. All had ranches on what is now White Sands Missile Range.
