The Office of Superintendent of Public Instruction was established by act of the Territorial Assembly February 12, 1891. With the creation of this office a public school system was established and Amado Cháves appointed the first Superintendent of Public Instruction. By the provisions of this law a Territorial Board of Education was also created, consisting of the Governor, the Superintendent of Public Instruction and the presidents of the University of New Mexico, the Agricultural College, and St. Michael's College in Santa Fe.
